The following is a full translation of an article published in the Urumqi Evening News on April 9, 2017, titled “Xinjiang’s Hotan Prefecture Initiates Accountability Mechanism, 97 Cadres Receive Strict Censure (List Attached)“, which illustrates the strict disciplinary measures taken by the government at the beginning of the mass incarcerations, with many officials demonstratively punished – at times for alleged corruption, but often for failing to implement the various surveillance measures sufficiently well. It is also likely that many of those mentioned were later subjected to prolonged detention, although this needs to be verified on a case-by-case basis.

A statistical summary of the charges and punishments is also given at the end.

Recently, at the “visit, benefit, unite” village-stay work summary commendation and mass work advancement meeting held in Hotan Prefecture, Comrade Shi Gang, the deputy head of the Autonomous Region Party Committee Organization Department, secretary of the Autonomous Region Emerging Organization Work Committee, and standing deputy director of the Autonomous Region “Visit, Benefit, Unite” Village-Stay Work Leadership Group Office, reported on the outstanding issues found in the direction and supervision work in Hotan Prefecture, and made clear demands regarding how to do mass work well. The prefecture and county levels have attached great importance to this, and in accordance with the relevant provisions of the “Chinese Communist Party Accountability Regulations”, the “Regulations on Chinese Communist Party Disciplinary Actions”, and the “Measures for Implementation of the ‘Chinese Communist Party Accountability Regulations’ by the CCP Xinjiang Uyghur Autonomous Region Committee” quickly initiated an accountability mechanism, with 97 individuals who displayed instances of vague understanding, clouded reasoning, lack of clarity, sluggish work, poor implementation, casual approach, fraudulence, dereliction of duty, sleeping on the job or absenteeism, accepting bribes, embezzlement, nepotism, oppressing the people, or graft being severely censured.

Direct Prefecture Units

Sun Yunshuai, male, Han, deputy investigator of the Prefecture Agricultural Machinery Bureau, stationed as the First Secretary and work team leader in Tawighaz Village, Oytoghraq Township, Keriye County. Following investigation, it was found that Sun Yunshuai was not genuine in his work, and was ineffective in coordinating the various forces stationed in the village, leaving them in a laissez-faire state. During the day, he arranged for work team members to organize and visit households on their own, while he stayed in the dormitory to browse the internet and monitor the funds he had invested in. The work team members’ hands-on household public postings were disorganized and incomplete. Following deliberation by the prefecture committee, it was decided that Sun Yunshuai be given an administrative demotion from deputy investigator to deputy chair section member.

Guma County

1. Abliz Abdurahman, male, Uyghur, Party committee member, deputy municipality head, and chairperson of the Economic Development Office of Muji Municipality in Guma County, also serving as a hands-on cadre for Azghanbagh Village in Muji Municipality. Following investigation, it was found that he falsified numbers in the village’s Monday flag-raising report, submitting the reports before the activity was even concluded. On March 26, following a meeting of the Guma County Party Standing Committee, it was decided that Abliz Abdurahman be relieved of his position and administrative duties within the Party.

2. Ehmet Abliz, male, Uyghur, Party branch secretary of Azghanbagh Village, Muji Municipality, Guma County. Following investigation, it was found that Ehmet Abliz had taken part in the falsified reporting of the number of participants at the village’s Monday flag-raising ceremony. On March 26, following a meeting of the Guma County Standing Committee and subsequent deliberation, it was decided that Ehmet Abliz be placed under Party probation for one year.

3. Ehmetniyaz Metsiyit, male, Uyghur, Party branch secretary of Ghazchaqa Village, Muji Municipality, Guma County. Following investigation, it was found that Ehmetniyaz Metsiyit was unsure about the number of individuals who should participate in the Monday flag-raising ceremony and the situation of the focus individuals in the village. On March 26, following a meeting of the Guma County Standing Committee and subsequent deliberation, it was decided that Ehmetniyaz Metsiyit be relieved of his position within the Party.

4. Eziz Heyit, male, Uyghur, Party branch secretary of Ordiyan Village, Kokterek Township, Guma County; Turmemet Sawur, male, Uyghur, Party branch secretary of Toqmaq Mehelle Village, Kokterek Township, Guma County. Following investigation, it was found that the village committee charged fees for the villagers’ volunteer labor, as far as up to 2019, with the villagers’ demands going unmet. On March 26, following deliberation by the Guma County Standing Committee, it was decided that Eziz Heyit be given a warning within the Party. A case and formal investigation were opened against Turmemet Sawur, with him transferred to the judicial authorities for further action.

5. Memet’eziz Nurmemet, male, Uyghur, a hands-on cadre of Yaqir Village, Duwa Municipality, Guma County; Luo Dan, female, Han, a hands-on cadre of Yaqir Village, Duwa Municipality, Guma County. Following investigation, it was found that both individuals used the excuse that their village lacked accommodation conditions to avoid being stationed in the village despite being hands-on cadres there. On March 26, following a meeting of the Guma County Standing Committee and subsequent deliberation, it was decided that Memet’eziz Nurmemet be given a severe warning within the Party, while Luo Dan be given an administrative demerit.

6. Qiu Jianhua, male, Han, deputy township head and deputy director of the Economic Development Office of Kokterek Township, Guma County. Following investigation, it was found that Qiu Jianhua was responsible for two villages, neither staying in the villages nor connecting with focus individuals, and was unfamiliar with the situations in the villages. On March 26, following a meeting of the Guma County Standing Committee and subsequent deliberation, it was decided that Qiu Jianhua be relieved of his position and administrative duties within the Party.

Qaraqash County

1. Mijit Ehmet, male, Uyghur, deputy director of the Education Supervision Office of Qaraqash County, stationed as the First Secretary in Gharal Village, Yawa Township; Muhter Ehmet, male, Uyghur, deputy township head of Yawa Township and deputy director of the Party and Government Party-Building Office, stationed as the First Secretary in Qoshkowruk Village, Yawa Township. Following investigation, it was found that both individuals lacked a strong sense of responsibility and failed to fulfill their duties adequately. Their performance in “distribute work in the morning, review and assess at night” was of low quality. They took a casual approach to work, and violated work discipline. On March 30, following a meeting of the Qaraqash County Standing Committee and subsequent deliberation, it was decided that Mijit Ehmet be given a one-year probation within the Party and demoted from deputy director to section member, while Muhter Ehmet be given a one-year probation within the Party and demoted from deputy director to section member.

2. Turajan Emer, male, Uyghur, Party branch secretary of Sheydan Village, Zawa Municipality, Qaraqash County. Following investigation, it was found that Turajan Emer oppressed the people, engaged in graft, and charged villagers a fee from 200RMB to 1000RMB for issuing certificates. On March 26, following a meeting of the Qaraqash County Standing Committee and subsequent deliberation, it was decided that Turajan Emer be given a severe warning within the Party.

3. Memet’emer Siraj’ehmet, male, Uyghur, Party branch secretary of Ishshiqla Village, Jahanbagh Township, Qaraqash County. Following investigation, it was found that Memet’emer Siraj’ehmet embezzled “Peaceful Resident, Prosperous Citizen” housing funds amounting to 28500RMB in someone else’s name, and collected 18000RMB in cash from villagers under the guise of inspection. Upon learning that the work team had discovered his misconduct, he prohibited village cadres and villagers from reporting the situation to the work team. On March 20, the Jahanbagh Township Party Committee dismissed Memet’emer Siraj’ehmet from his position and initiated an investigation into his disciplinary and legal violations.

4. Li Dong, male, Han, deputy chairman of the Qaraqash County Trade Union Federation, deputy head of the work team in Ayagh Jendong Village, Purchaqchi Township; Turdiwaqi Rejep, male, Uyghur, Party branch secretary of Ayagh Jendong Village, Purchaqchi Township. Following investigation, it was found that both individuals failed to fulfill their duties, lacking a deep, detailed, and thorough understanding of the general situation in the village, being unsure about the number of focus individuals and failing to obtain in-depth information on the family backgrounds of the focus individuals and their interrelations, while exhibiting a casual approach to work and violating work discipline. On March 28, following a meeting of the Qaraqash County Standing Committee and subsequent deliberation, it was decided that Li Dong be given a warning within the Party, a disciplinary conversation be held with the chairperson of the Qaraqash County Trade Union Federation (the dispatching unit), Zhao Xiangjing, and a county-wide criticism be issued against the “visit, benefit, unite” work team from the county trade union federation stationed in Ayagh Jendong Village. The Purchaqchi Township Party Committee has given Turdiwaqi Rejep a warning within the Party.

5. Memtimin Mir’abdulla, male, Uyghur, deputy chair of Qaraqir Village in Urchi Township, Qaraqash County; Abdumijit Rozi’ehmet, male, Uyghur, public security director of Qaraqir Village. Following investigation, it was found that both individuals did not visit the households they were responsible as liaisons for and did not earnestly implement the hands-on household system. On March 26, following a meeting of the Qaraqash County Standing Committee and subsequent deliberation, it was decided that Memtimin Mir’abdulla be relieved of his duties as the deputy chair of the village committee, and Abdumijit Rozi’ehmet be relieved of his duties as the public security director of the village, and both individuals’ qualifications as probationary Party members be revoked; a warning within the Party was given to Wang Qingxiang, a Party committee member and the head of armed forces for Urchi Township.

6. Wang Hongqiang, male, Han, a government functionary of Qaraqash Municipality and chairman of the Chaqar Mosque Administration Committee of Kutlem Village, Tuwet Township; Memettohti Behtiyar, male, Uyghur, a government functionary of Qaraqash Municipality and a member of the mosque administration committee; Bunisa Abdulla, female, Uyghur, a cadre of the county water management station and a member of the mosque administration committee; Mutellip Abduhelil, male, Uyghur, a cadre of the Kuya Municipality Animal Husbandry and Veterinary Work Station and a member of the mosque administration committee; Memet’eli Mehsut, male, Uyghur, a performer of the county song-and-dance ensemble and a member of the mosque administration committee. Following investigation, it was found that the mosque administration committee stationed in this village did not adequately fulfill its work responsibilities, with work records not comprehensive, individuals attending jum’ah prayers not properly registered, the number of individuals in the attendance book not matching the actual number of people praying, and blind spots in surveillance. On March 30, following deliberation by the Qaraqash County Standing Committee, it was decided that Wang Hongqiang and Memettohti Behtiyar be given severe warnings within the Party; that Bunisa Abdulla, Mutellip Abduhelil, and Memet’eli Mehsut be given administrative demerits; and that Tulpar Turup, Party committee member, United Front work operative, and branch leader of the Tuwet Township Village-Stationed Mosque Management Committee, be given a warning within the Party and be dismissed from her position.

7. Ma Baolin, male, Han, an office worker of the Prefecture Housing and Urban-Rural Development Bureau and chairman of the Tutluq Mosque Administrative Committee of Qochi Township, Qaraqash County; Enwer Memet, male, Uyghur, a government functionary of Qarasay Municipality, Qaraqash County and a member of the mosque administration committee. Following investigation, it was found that both individuals were unsure about the exact number of individuals attending jum’ah prayers, with discrepancies between the numbers in the attendance book and the actual number of people. Ma Baolin was given an administrative demerit by the Prefecture Housing and Urban-Rural Development Bureau Party group; on March 30, following deliberation by the Qaraqash County Standing Committee, it was decided that Enwer Memet be given an administrative demerit, and that Ismayil Ibrahim, a United Front work operative, Party committee member, and the township branch leader of the Qochi Township Village-Stationed Mosque Management Committee, be given a warning within the Party.

8. Yusup Rejep, male, Uyghur, section member of the Saybagh Township Family Planning Office in Qaraqash County and chairperson of the mosque administration committee of Konasheher Village, Qaraqash Municipality; Tursuntohti Tursunniyaz, male, Uyghur, section member of the Qaraqash County Human Resources and Social Security Bureau and deputy director of the mosque administration committee; Mehriban Ehmet, female, Uyghur, section member of the Qaraqash County Health Supervision Office and member of the mosque administration committee; Nur’eli Tohtiwaqi, male, Uyghur, cadre of the Qaraqash County Animal Husbandry and Veterinary Bureau and member of the mosque administration committee. Following investigation, it was found that the four individuals did not perform their work responsibilities adequately, failing to sufficiently grasp the knowledge and skills required of mosque-management committee personnel for stability-maintenance measures and village-stationed mosque management affairs. Conversations with religious figures and individuals without formal religious teaching positions were superficial, the conversation records were incomplete, and the work ledgers were not updated in a timely manner, among other issues. On March 30, following deliberation by the Qaraqash County Standing Committee, it was decided that Yusup Rejep be given a major administrative demerit, Tursuntohti Tursunniyaz be given a severe warning within the Party, Mehriban Ehmet be given a warning within the Party, Nur’eli Tohtiwaqi be given an administrative demerit, and Tursuntohti Baqi, the Qaraqash Municipality Village-Stationed Mosque Management branch leader, municipality Party committee member, and United Front work operative, be given a warning within the Party.

9. Abdulla Rozimemet, male, Uyghur, a village police officer of Ulugh’ata Village, Saybagh Township, Qaraqash County. Following investigation, it was found that Abdulla Rozimemet set up unauthorized checkpoints to detain people, intimidated the parties involved, engaged in extortion, demanded and accepted valuables from the parties involved, deserted his post during a level-one response period, took women from his jurisdiction to karaoke venues in Hotan City for entertainment, and registered accommodation using someone else’s identity card. On March 26, following deliberation by the Qaraqash County Standing Committee, it was decided that Abdulla Rozimemet be dismissed from public office and handed over to the judicial authorities for further action.

10. Mirbulla Memet, male, Uyghur, a village police officer of Shahliq Village, Yawa Township, Qaraqash County. Following investigation, it was found that Mirbulla Memet, in the course of duty, engaged in graft, engaged in violent law enforcement, and failed to observe disciplinary regulations. He extorted and accepted cash through fines and the soliciting of tips, creating a severe negative impact. On March 26, following deliberation by the Qaraqash County Standing Committee, it was decided that Mirbulla Memet be expelled from the Party and dismissed from public office.

11. Abdurehim Abdumemet, male, Uyghur, a village police officer of Chinar Village, Kawak Township. Following investigation, it was found that Abdurehim Abdumemet, during his time working in Bash Haji’eghil Village, arbitrarily designated focus individuals, demanded money and goods from villagers, and suppressed the masses, exhibiting an extremely corrupt work style. On March 26, following deliberation by the Qaraqash County Standing Committee, it was decided that Abdurehim Abdumemet be dismissed from public office.

12. Rozitohti Roziheyt, male, Uyghur, a village police officer of Oteng Village, Zawa Municipality. Following investigation, it was found that Rozitohti Roziheyt abused the public and engaged in graft, refusing to provide services without payment. On March 26, following deliberation by the Qaraqash County Standing Committee, it was decided that Rozitohti Roziheyt be suspended and an investigation be initiated.

13. Abbas Nurmemet, male, Uyghur, a village police officer of Pata’eghil Village, Urchi Township. Following investigation, it was found that since February 1, Abbas Nurmemet has frequently used the excuse of going to the police station to work on cases as a means of avoiding participation in the village’s “distribute work in the morning, review and assess at night” meetings. On March 26, following deliberation by the Qaraqash County Standing Committee, it was decided that he be subjected to education-through-criticism and ordered to rectify and improve.

Hotan City

1. Imam Nurmemet, male, Uyghur, village police officer of Seksen Village, Tusalla Township, Hotan City. Following investigation, it was found that Imam Nurmemet was not genuine in his work. His mentoring conversations with Imin Mettohti, a domestic-security two-kinds focus individual in the village, were perfunctory and fabricated, with only 3 conversations recorded with him in 2017, all of which were electronically printed. Apart from the dates, the content of the conversations and the punctuation marks remained completely unchanged. On March 24, following deliberation by the Hotan City Standing Committee, it was decided that Imam Nurmemet have a case and investigation opened against him, and that he be given a major administrative demerit; and that Gheyret Abduqadir, the director of the Tusalla Township police station, be publicly criticized via a city-wide notice.

2. Ding Peijin, male, Han, Party group secretary and deputy director of the Hotan City Forestry Bureau; Xie Chang, female, Han, deputy head and grassroots-office chairperson of the Hotan City Committee Organization Department. Following investigation, it was found that from March 6 to 20, four members of the Hotan City Forestry Bureau work team stationed in Seksen Village, Tusalla Township would return to their original work units in the day to organize tree planting and afforestation work, before returning to the village at night. The Hotan City Committee has decided to issue a city-wide notice of criticism to the city “visit, benefit, unite” village-stay work office and the City Forestry Bureau, with the main leader of the City Committee administering a cautionary talk to Ding Peijin and Xie Chang, and including them in the city-wide notice of criticism.

3. Muhter Mehsut, male, Uyghur, Hotan City People’s Congress deputy chair and First Secretary stationed in Aznabazar Village, Jiya Township. Following investigation, it was found that Muhter Mehsut has been stationed in the village for two months and is still not familiar with the various branches of the village-stationed forces personnel. The Prefecture Discipline Inspection Commission has initiated a case and formal investigation against Muhter Mehsut and given him a warning within the Party.

Hotan County

1. Metrozi Bekri, male, Uyghur, Party member, deputy head of Buzaq Township, Hotan County, and First Secretary and work team leader stationed in Kent’eriq Village. Following investigation, it was found that on March 18, during an inspection of Kent’eriq Village, Buzaq Township by the Autonomous Region Supervisory Group, Metrozi Bekri had, since his appointment as the village’s First Secretary on January 3, 2017, neglected the hands-on household work, lacked a general understanding of the hands-on family of focus individual Rozimemet Ehmettohti, and was completely unaware of the reasons for his reform through labor. On March 25, following deliberation by the Hotan County Standing Committee, it was decided that Metrozi Bekri be given a severe warning within the Party and be given an administrative demotion, being demoted from deputy section head to section member.

2. Li Liuji, male, Han, Party member, deputy township head and deputy chair of the Party building office for Buzaq Township, Hotan County, and First Secretary and work team leader stationed in Tohula Village; Memet’abla Metrozi, male, Uyghur, Party member, Party branch secretary of Tohula Village, Buzaq Township, Hotan County; Memet’eli Yolwas, male, Uyghur, public security director of Tohula Village, Buzaq Township, Hotan County. Following investigation, it was found that Li Liuji did not pay sufficient attention to, was not familiar with, and did not grasp the hands-on household visits work. Citing busy daily workloads as an excuse, he, Memet’abla Metrozi, and Memet’eli Yolwas all failed to undertake the hands-on household tasks. On March 25, following deliberation by the Hotan County Standing Committee, it was decided that Li Liuji be given a severe warning within the Party and an administrative demotion from deputy director to section member; that Memet’abla Metrozi be given a warning within the Party; and that Memet’eli Yolwas’s qualification as a probationary Party member be revoked.

3. Ekremjan Ehmet, male, Uyghur, Party member, cadre of the Hotan County Song-and-Dance Ensemble, and work team member stationed in Qizil’eriq Village, Han’eriq Municipality. Following investigation, it was found that the number of visits that Ekremjan Ehmet made to the 11 households he was a liaison for were too few, with him failing to grasp their general circumstances and neglecting his household-visit duties. On March 25, following deliberation by the Hotan County Standing Committee, it was decided that Ekremjan Ehmet be given a severe warning within the Party and have his position downgraded. A disciplinary conversation was also held with Abbas Yasin, the deputy head of Han’eriq Municipality and the First Secretary of the village.

4. Jelil Metniyaz, male, Uyghur, Party member, Party branch secretary (public service) of Aznabazar Village, Buzaq Township, Hotan County. Following investigation, it was found that Jelil Metniyaz’s political views were not firm and his commitment was not clear and precise, as he did not dare to smoke in front of religious figures. On March 25, following deliberation by the Hotan County Standing Committee, it was decided that Jelil Metniyaz be given a severe warning within the Party, his position as the village Party branch secretary be revoked, and he be demoted from a deputy-chair section member to regular section member.

Lop County

1. Yaqup Abdugheni, male, Uyghur, village police officer of Ujmilik Village, Hanggiya Municipality, Lop County. Following investigation, it was found that Yaqup Abdugheni seldom participated in the village committee work and did not understand or grasp the general situation in the village. On March 26, following deliberation by the Lop County Standing Committee, it was decided that Yaqup Abdugheni be given a major administrative demerit.

2. Yang Dong, male, Han, Party member, section head of the political work section at the Lop County People’s Court, First Secretary stationed in Ujmilik Village, Hanggiya Municipality, and work team leader. Following investigation, it was found that, from February 16 to March 20, Yang Dong did not conduct normal household visits. The work team did not prioritize the visits, conducted few visits, and did not submit the general reports on the daily household visits in a timely manner. The work team members were not familiar with and did not grasp the general situations of the households they were individually responsible for; the “distribute work in the morning, review and assess at night” tasks were not effectively implemented, lacking specific responsibilities and work arrangements; work related to the mobilization of the masses was inadequate, few clues were collected, and the results from analysis and assessment were not evident. When the Autonomous Region Supervisory Group raised the potential risks and other issues in the village with Yang Dong, he was completely unaware of them. On March 26, following deliberation by the Lop County Standing Committee, it was decided that Yang Dong be given a severe warning within the Party and be demoted from section head to section member.

3. Ehet Ebey, male, Uyghur, public security director of Tahtakowruk Village, Dol Township, Lop County. Following investigation, it was found that Ehet Ebey had not conducted household visits since the beginning of the year. On March 26, following deliberation by the Lop County Standing Committee, it was decided that a warning within the Party be given to Yultuzgul Erkin, the First Secretary of Dol Township’s Tahtakowruk Village and Dol Township organization cadre. Following deliberation by the Dol Township Party Committee, it was decided that a warning within the Party be given to the Party branch secretary Huduyum Berdi; Ehet Ebey’s qualification as a probationary Party member has been revoked, and he has been removed from his position as public security director.

Chira County

1. Wang Yongfeng, male, Han, a government functionary of Gulahma Municipality, Chira County, and a work team member stationed in Layqa Village, Gulahma Municipality. Following investigation, it was found that Wang Yongfeng had a poor awareness of the overall objective and a casual approach to work, playing computer games during work hours and violating work discipline. On March 21, following deliberation by the Chira County People’s Government Party Group, it was decided that Wang Yongfeng be given a major administrative demerit, and his salary be reduced by one level.

2. Shan Guangming, male, Han, chair section member of the Chira County Political Consultative Office, and work team leader stationed in Chongkol Village, Chira Township. Following investigation, it was found that Shan Guangming had an inadequate understanding of village-stay work, lacked self-discipline, was complacent and lax in his thinking, had a weak sense of responsibility in his work, had a casual approach to work, and failed to earnestly fulfill his work duties, violating work discipline. On March 24, following deliberation by the Chira County Standing Committee, it was decided that Shan Guangming be given a severe warning within the Party, and be demoted from section chair to section member.

3. Salamethan Memet’imin, female, Uyghur, Party branch secretary and village committee chair of Seriqchan Village, Chaqa Township, Chira County. Following investigation, it was found that Salamethan Memet’imin violated the marriage law by arranging for religious figures to recite “nikah” for marriages; disclosed secrets related to intelligence individuals; engaged in nepotism in the distribution of disaster-relief items, and used labor without compensation; violated organizational discipline by not reporting important personal matters; engaged in long-term holding of husbandry epidemic-prevention funds and long-term holding of the village’s collective saplings; and demanded cash and local products from others. On March 21, the Chaqa Township Party Committee relieved Salamethan Memet’imin of her duties; on March 23, the Chaqa Township Party Committee stripped Salamethan Memet’imin of her Party membership. Currently, this case is still undergoing further investigation.

4. Tian Qinglong, male, Han, deputy director of the Chira County Industry and Commerce Bureau, First Secretary and work team leader stationed in Tuzaqchi Village, Chira Municipality. Following investigation, it was found that Tian Qinglong had a poor awareness of the overall objective, did not have a genuine work approach, and lacked a strong sense of responsibility, failing to conduct household visits to understand and grasp the situations of focus individuals as required. On March 24, following deliberation by the Chira County Standing Committee, it was decided that Tian Qinglong be relieved of his position within the Party and demoted from deputy director to section member. Simultaneously, a county-wide criticism was issued with regard to the county industry and commerce bureau, with the main leaders of the County Committee conducting disciplinary conversations with Wang Zhao’en, Party group secretary and deputy director of the county industry and commerce bureau, and Koresh Metsawur, Party group deputy secretary and director of the county industry and commerce bureau.

5. Li Changqing, male, Han, chairperson of the Chira County Trade Union Federation, First Secretary and work team leader stationed in Kokmet Village, Chira Municipality. It has been verified that as First Secretary, Li Changqing had a poor awareness of the overall objective, did not take the lead in hands-on household visits, and failed to demonstrate leadership, resulting in the hands-on household-visit work falling behind. On March 24, following deliberation by the Chira County Standing Committee, it was decided that Li Changqing be given a warning within the Party.

6. Omerjan Ababekri, male, Uyghur, chair of the National People’s Congress for Chira County’s Gulahma Municipality, and work team leader stationed in Gulahma Municipality’s Layqa Village; Obulqasim Memet’imin, male, Uyghur, government functionary of Chira County’s Gulahma Municipality, and work team deputy leader stationed in Gulahma Municipality’s Layqa Village. Following investigation, it was found that Omerjan Ababekri was assigned by the township Party committee to be on duty at the police station, and because Obulqasim Memet’imin was buying food for the work team during work hours, both were absent from the work team during inspection. On March 24, after deliberation by the Chira County Standing Committee, it was decided that both be subjected to education-through-criticism.

7. Lu Jianwei, male, Han, a Party group member of the Chira County Agro-Husbandry Veterinary Bureau, First Secretary and work team leader stationed in Shaptulluq Village, Gulahma Municipality. Following investigation, it was found that Lu Jianwei had a casual approach to work and failed to fulfill his duties. Not only did he sleep on the job during work hours, but all the work team members also slept on the job. On March 24, the Chira County Standing Committee decided to dismiss Lu Jianwei from his position within the Party and demote him from deputy section head to section member. Simultaneously, the main leaders from the County Committee conducted a disciplinary conversation with Mettursun Tohtisulayman, the Party group secretary and deputy director of the county agro-husbandry veterinary bureau, revoking his annual evaluation-and-selection-of-excellence qualification, with a county-wide criticism with regard to the county agro-husbandry veterinary bureau being issued.

8. Aygul Memet’imin, female, Uyghur, chairperson of the Chira County Justice Bureau Legal Aid Center, and a work team deputy team leader stationed in Shaptulluq Village, Gulahma Municipality. Following investigation, it was found that Aygul Memet’imin had a casual approach to work and slept on the job during work hours. On March 21, following deliberation by the Chira County Standing Committee, it was decided that Aygul Memet’imin be given a severe warning within the Party and demoted from deputy section leader to section member.

9. Qiao Jinhua, a section member of the Chira County Justice Bureau and a work team member stationed in Shaptulluq Village, Gulahma Municipality. Following investigation, it was found that Qiao Jinhua had a casual approach to work and slept on the job during work hours. On March 21, following deliberation by the Chira County Standing Committee, it was decided that Qiao Jinhua be given a severe warning within the Party and be demoted from section member to office staff. Simultaneously, the main leaders from the County Committee conducted disciplinary conversations with Ma Jianhua, Party group secretary and deputy director of the county justice bureau, and Mesadi Metrozi, Party group deputy secretary and director of the county justice bureau, revoking their annual evaluation-and-selection-of-excellence qualifications and issuing a county-wide criticism with regard to the county justice bureau.

10. Wang Zicun, male, Han, chairperson of the Chira County Civilization Office and work team deputy leader stationed in Yaqa’osteng Village, Gulahma Municipality. Following investigation, it was found that Wang Zicun had a poor understanding of the overall objective, failed to fulfill his duties adequately, had a casual approach to work, and was lax in his management of team members. On March 24, following deliberation by the Chira County Standing Committee, it was decided that Wang Zicun be given a severe warning within the Party, his position be revoked, and he be demoted from senior section staff to a section member.

11. Li Xia, female, Han, cadre at the Chira County Propaganda Department and work team member stationed in Yaqa’osteng Village, Gulahma Municipality. Following investigation, it was found that Li Xia did not go through the applying-for-leave procedures in strict accordance with the “visit, benefit, unite” village-stay work system for requesting and terminating leave, violating work discipline. On March 21, the Party group of the Chira County People’s Government decided to impose a major administrative demerit on Li Xia, demoting her from section member to office staff.

12. Wang Zhenli, male, Han, member of the Chira County Standing Committee, Chira Municipality Party Committee Secretary; Ghalipjan Met’urayim, male, Uyghur, Chira Municipality Party Committee Deputy Secretary and municipality head. Following investigation, it was found that the Chira Municipality Party Committee did not perform its principal role sufficiently well, failing to promptly adapt and implement. A county-wide criticism was issued with regard to Wang Zhenli and Ghalipjan Met’urayim. Additionally, the main leaders from the County Committee conducted disciplinary conversations with the 2 individuals, revoking their year-end evaluation-and-selection-of-excellence qualifications and instructing them to submit profound self-criticisms in written form.

Keriye County

1. Yan Zhigang, male, Han, Party Committee Secretary of Siyek Township in Keriye County; Memetjan Memtimin, male, Uyghur, township head of Siyek Township; Liang Youshou, male, Han, chair of Siyek Township’s Party building office. Following investigation, it was found that Yan Zhigang, Memetjan Memtimin, and Liang Youshou were unclear about the spirit of the documents regarding welfare assistance for the masses, the treatment of households receiving welfare, and the base welfare for impoverished households, lacking a grasp of the relevant situations and policies. They did not make arrangements for or implement the work requirements from the higher levels. On March 26, following deliberation by the Keriye County Standing Committee, it was decided that Yan Zhigang and Memetjan Memtimin be given a warning within the Party and removed from their current positions; and that Liang Youshou be removed from his position as Party Committee Deputy Secretary of the township.

2. Abdugheni Abduweli, male, Uyghur, Party branch secretary of Beshtoghraq Village, Qarqi Township, Keriye County. Following investigation, it was found that Abdugheni Abduweli, as the person directly responsible for Party building work, was not diligent in his duties and did not follow standards in the recruitment of Party members. Failed to keep records of the village Party branch meetings. On March 26, following deliberation by the Keriye County Standing Committee, it was decided that Abdugheni Abduweli be given a severe warning within the Party.

3. Liu Changxin, male, Han, station head of the Keriye County Seed Station, First Secretary and work team leader stationed in Jay Village, Jay Township. Following investigation, it was found that Liu Changxin was neither thorough nor detailed in his work, failing to fully grasp the general situations of the families and households he was responsible and a liaison for. To date, he has not conducted visits to the households he oversees, and is unfamiliar with their general situations. On March 26, following deliberation by the Keriye County Standing Committee, it was decided that Liu Changxin be given a warning within the Party.

4. Yang Guoxing, male, Han, work team member of the Keriye County Grasslands Supervision Station stationed in Jirim Village, Jay Township; Mettursun Qadir, male, Uyghur, work team member of the county animal health supervision office stationed in Yuqarqi Jay Village, Jay Township. Following investigation, it was found that Yang Guoxing and Mettursun Qadir failed to strictly implement the requirements for household visits. They were not earnest or responsible in their work, lacked a proper understanding of the hands-on household-visit responsibilities, did not prioritize ideology, and performed work that was neither meticulous nor genuine. On March 26, following deliberation by the Keriye County Standing Committee, it was decided that Yang Guoxing be given a one-year probation as a Party member and an administrative demotion from section member to office staff; and that Mettursun Qadir be given an administrative demotion from section member to office staff, in addition to having his qualification as a probationary Party member revoked by the Party branch of the county animal health supervision office.

5. Wang Nan, male, Han, Party group deputy secretary of the Keriye County Highway Administration Bureau and work team leader stationed in Ketmilik Village, Lengger Township. Following investigation, it was found that Wang Nan was not serious or responsible in his work and did not have a grasp of the general situation in the village. On March 26, following a meeting of the Keriye County Standing Committee and subsequent deliberation, it was decided that Wang Nan be given a warning within the Party.

6. Memet’imin Mettursun, male, Uyghur, Party branch secretary of Mekit Village in Siyek Township, Keriye County. Following investigation, it was found that Memet’imin Mettursun had improper relationships with multiple women, illegally arranged for religious figures to recite “nikah”, engaged in land speculation, borrowed money without returning it, and became a local tyrant. Currently, the Keriye County Public Security Bureau has initiated a case and started investigation.

Niye County

1. Jappar Metqurban, male, Uyghur, former Party branch secretary of Pupuk Village, Niye Municipality, Niye County. Following investigation, it was found that Jappar Metqurban engaged in nepotism, with his daughter and son-in-law receiving welfare benefits in violation of regulations. On March 22, following deliberation by the Niye County Standing Committee, it was decided that Jappar Metqurban be stripped of Party membership; on March 25, following deliberation by the Niye County Party Organization Department Committee, it was decided that Jappar Metqurban’s status as a “Four Olds” individual be revoked. Seeing as his daughter, Turnisahan Jappar, and son-in-law, Rozimemet Memet’eli, both belong to the masses, they were subjected to education-through-criticism by the Niye Municipality authorities, with their welfare eligibility revoked and them required to return the improperly received welfare funds to the special welfare fund account of the county’s civil administration bureau prior to March 27; on March 26, following deliberation by the Niye County Standing Committee, it was decided that Ablet Abduwaqi, the deputy director of the civil administration bureau, be given a severe warning within the Party; that Jin Cheng, the Niye Municipality Party Committee Deputy Secretary and chair of the Party and Government Party building office, be given a severe warning within the Party; that Heyrigul Tohti, a cadre of the civil administration bureau, be given an administrative demotion; that Warisjan Seyidi, a cadre of the civil administration bureau, be demoted in job grade (public service); and that Raziyegul Mutellip, responsible for the welfare work in Niye Municipality in 2014, be given a severe warning within the Party.

2. Li Bo, male, Han, comprehensive-management officer of Niye County’s Yeyiq Township and hands-on household cadre for Aytagh Village; Turghan Mettursun, male, Uyghur, cadre of Yeyiq Township and hands-on household cadre for Aytagh Village; Ehmetjan Osman, male, Uyghur, deputy chair section member of Endir Township and member of the mosque administration committee stationed in Aytagh Village. Following investigation, it was found that Li Bo, Turghan Mettursun, and Ehmetjan Osman did not implement the “eight mandatory asks”, the “eight mandatory tells”, and the “eight mandatory checks” as required during household visits, and lacked a deep understanding of the family situations of the households they were responsible and liaisons for, not knowing the names of the family members and the details regarding vehicles and livestock. On March 28, 2017, following deliberation by the Niye County Standing Committee, it was decided that Li Bo be given an administrative warning; that Turghan Mettursun be given a severe warning within the Party; and that Ehmetjan Osman be given a severe warning within the Party, as well as an administrative demotion from deputy chair to section member.

3. Mettursun Abdurahman, male, Uyghur, Party branch secretary and village committee chairman of Yengi’awat Village, Yeyiq Township, Niye County. Following investigation, it was found that Mettursun Abdurahman had a poor awareness of the main responsibilities and tasks of Party building work, was unclear about the procedures for recruiting Party members, and did not follow the standards for Party member recruitment. On March 28, following deliberation by the Niye County Standing Committee, it was decided that Mettursun Abdurahman be given a warning within the Party.

4. Mettursun Musa, male, Uyghur, Party branch secretary and village committee chairman of Aqtash Village, Yeyiq Township, Niye County (public-service status). Following investigation, it was found that Mettursun Musa had a poor awareness of the main responsibilities and tasks of Party building work, and was not strict in vetting Party membership applicants. On March 28, following deliberation by the Niye County Standing Committee, it was decided that Mettursun Musa be given a warning within the Party, and that his job grade be lowered, with his salary reduced to the minimum level.

5. Xiao Peizhu, male, Han, Party Committee Deputy Secretary and Party and Government Party-Building Office chair for Yeyiq Township, Niye County; Jelil Memtimin, male, Uyghur, Party Committee member and organization cadre of Yeyiq Township, Niye County. Following investigation, it was found that Xiao Peizhu and Jelil Memtimin failed to adequately implement their respective responsibilities and exhibited a lack of effective supervision and guidance in the recruitment of Party members in various villages. On March 28, following deliberation by the Niye County Standing Committee, it was decided that Xiao Peizhu and Jelil Memtimin be given warnings within the Party.

6. Metqasim Metyusup, male, Uyghur, Party branch secretary and village committee chairman of Aytagh Village, Yeyiq Township, Niye County. Following investigation, it was found that the Party member meetings and Party classes in Aytagh Village were not properly implemented, and the study records were incomplete. On March 28, following deliberation by the Niye County Standing Committee, it was decided that Metqasim Metyusup be placed under Party probation for two years and be removed from his positions as Party branch secretary and village committee chairman.

7. Erkin Metqurban, male, Uyghur, chair of the Niye County Labor Union, First Secretary stationed in Tekidong Village, Rukiya Township, Niye County. Following investigation, it was found that Erkin Metqurban was not genuine in his work, made no noticeable impact, and failed to carry out the “distribute work in the morning, review and assess at night” procedures. On March 28, following deliberation by the Niye County Standing Committee, it was decided that Erkin Metqurban be given a warning within the Party.

8. Ilghar Dolet, male, Uyghur, Party group deputy secretary and director of the Niye County Justice Bureau, First Secretary stationed in Saray Village, Salghozek Township, Niye County. Following investigation, it was found that Ilghar Dolet was not genuine in his work and made no noticeable impact. On March 28, following deliberation by the Niye County Standing Committee, it was decided that Ilghar Dolet be given a warning within the Party.

Party members and cadres at large should take this censure as a warning, and earnestly transform their work style, learn from past mistakes to rectify and adapt, resolutely discard the “Four Malfeasances and Four Energies”, seize the opportunity of the “Learn, Transform, Promote” special education, and unwaveringly unify thoughts, understanding, procedures, and actions around the overall objective. They should always establish a firm awareness of the risk, responsibility, accountability, and position, further enhancing the ideological and operational consciousness of implementing the overall objective, to build an impregnable and comprehensive Great Wall of Steel for counter-terrorism and stability maintenance.
